The Scale of the Problem
India’s mobile users receive an estimated 12-15 spam calls and messages per day on average, making it one of the most spam-affected countries globally. The sources range from real estate agents and loan providers to outright scammers impersonating banks and government agencies.
TRAI’s Enforcement Toolkit
- TCCCPR Regulations: The Telecom Commercial Communications Customer Preference Regulations mandate registration for all commercial communication entities. Violators face SIM disconnection and heavy financial penalties.
- DLT Platform: The Distributed Ledger Technology platform now requires all commercial SMS senders to register templates, headers, and consent records.
- Blockchain Traceability: TRAI has deployed blockchain-based systems to create an immutable audit trail of all commercial communications, making it virtually impossible for unregistered entities to operate undetected.
Consumer Impact
While the 731,000 notices represent a massive step forward, consumer advocacy groups argue that enforcement must be paired with faster complaint resolution and more stringent penalties to truly deter the deeply entrenched spam ecosystem.
