Department of Consumer Affairs Enforces Packaging Standardization

The Ministry of Consumer Affairs, Food and Public Distribution plans to introduce standard packaging sizes for all categories of edible oils sold in India. Under the proposed guidelines, edible oil packers must package their products in standardized weight and volume units, such as 100ml, 250ml, 500ml, 1 liter, and 5 liters, eliminating non-standard sizes like 910ml or 1.8 liters.

The mandate is designed to improve pricing transparency and prevent deceptive packaging practices, where manufacturers reduce package volumes slightly while maintaining price points. The government stated that standardized packaging will help consumers compare prices and check unit rates across different brands.

FMCG Compliance Timelines and Packaging Re-tooling

FMCG companies and edible oil packers have been given a transition period to re-tool their automated bottling lines to comply with the standard sizing requirements. While industry associations have supported the move toward standardization, they have requested extensions to clear existing packaging materials. The Department of Consumer Affairs has stated that enforcement will begin across major distribution channels by late 2026.
